Nanchong City Commercial Bank (here in after ‘the Bank’) has established branches and village banks in Chengdu, Guiyang, Shanghai and other cities in China through  more than 10 years development, which becomes a promising modern boutique bank with international finance background and widespread influence. In order to fully absorb the advanced domestic and overseas engineering skills and architectural concept and build the internationally compatible construction of modern financial function space, the Bank invites interested prospective bidders world wide (here in after “the bidder”) to participate in the Interior Design of Nanchong City Commercial Bank Office Building (here in after ‘the Project’) to make the building into an industry-leading sample.

1. Project Overview

1.1 Project Name: Interior Design of Nanchong City Commercial Bank Office Building

1.2 Project Location：10-3 block, Dongda Street, Chengdu 

1.3 Project Size：39 floors over ground, building height 159.95m, covered area 44583.72㎡

1.4 Planned Duration： 180 calendar days

The interior design of the whole office block of the Bank.

 

3. Bidding Process

The bidding for this project is divided into four stages：
3.1 Bidders Application

Bidder qualification requirements：

（1）Domestic enterprises as legal persons and other organizations must have been founded for more than 5 years with at least 5 million of registered capital. Domestic bidders should be well-known interior design companies both in China and abroad, and be capable to take on this bidding project.

（2）Domestic bidders must have Grade A building design specialized qualification or the First Rate building engineering design and construction qualification with at least 5 successful interior design works of similar projects in China and abroad.
（3）Overseas bidders must have the experience and successful works of design plan and construction drawing design for similar projects with the same qualification.
（4）The designers participating in the bidding must be legally registered. The project leader must have the experience of managing many large interior design projects and be engaged directly in the Project. In order to make sure the comprehensive and appropriate understanding of the regional background of China and the requirements of the Project, at least one Chinese from the overseas bidder should participate in the Project. 

（5）For two or more enterprises as legal persons with the same legal representative, parent companies, wholly-owned subsidiaries and holding companies, only one company is allowed to participate in this bidding. Company consortium can not be accepted.

3.2 Prequalification

After the bidders’ application, the contracting authority organizes experts to evaluate all the qualified bidders and selects 5 bidders to compete in bidding design.

 

The contracting authority sends out a formal invitation of bidding to the bidders selected and the bidders accept the invitation and reply formally, after which the contracting authority sends out the bidding documents. The bidders are required to obtain the bidding documents on 3rd June, 2013(except weekends and legal holidays) from 9:00am to 11:30am, 1:30pm to 5:30pm, at Building 26, No. 97 Section 1 Binjiang Middle Road, Shunqing District, Nanchong City with the following certificates;

(1) The bidders Identification Card and the recommendation letter of the bidding company;

(2) The duplicate of the qualification certificates, business license of enterprise legal person, charging certification, safety/security permits, letter of authorization, project management certificate of the project manager;

(3) The company profile and the overview of the projects completed in recent two years (including the successful interior design cases for financial institutions);

(4) The resume of the proposed project manager and the project manager’s performance in the completed projects in recent two years.

(5) All the copies submitted should be affixed with administrative official seal of the bidder’s company.

 

3.3 Competitive Bidding for Selected Bidders

The bidders carry out the conceptual design according to the design specification and submit the bidding documents on the scheduled time to the designated place. The bidder who fails to submit in time shall be deemed as abstained and lose the right of being awarded this bidding.

 

The contracting authority sends out the competitive bidding notification to the qualified 5 bidders. The competitive bidding time is 9:00 am, on 19th July, 2013, at Building 26, No. 97 Section 1 Binjiang Middle Road, Shunqing District, Nanchong City. The bidder who fails to participate in time shall be considered as a waiver bid.

3.4 Bidding Confirmation

The contracting authority invites the finalists to participate in the final competitive bidding pretender of the Project, and communicates with the finalists on the design requirements. Afterwards, the finalists submit the bidding design at a second time.  The competitive bidding time is 9:00 am, on 25th August, 2013, at Building 26, No. 97 Section 1 Binjiang Middle Road, Shunqing District, Nanchong City. The bidder who fails to participate in time shall be considered as a waiver bid.

 

4. Confirmation of Bidding Documents

4.1 The bidders shall send the confirmation in writing on participating in this bidding by fax (Chinese) or through email to our company within 3 days after receiving the bidding documents.

 

4.2 Should the bidders have any questions about the bidding documents and the additional bidding documents, and require the explanation from the contracting authority, the letters in writing shall be delivered by fax or through email within 3 days after receiving the bidding documents.

 

5．Submission of Bid

5.1 The bidding documents submission deadline (bidding deadline, hereinafter inclusive): 9:00 am, 18^th July, 2013. Address: Building 26, No. 97 Section 1 Binjiang Middle Road, Shunqing District, Nanchong City.

 

5.2 The bidder who fails to submit in time or cannot submit the bidding documents shall not be accepted.

 

6. Intellectual Property

Once the bidders send the confirmation letter of participating in this bidding to the contracting authority, the contracting authority shall obtain the intellectual property rights of all the documents submitted by the bidders of this project. 

 

The Bank will pay the fee of bidding documents for the qualified bidders, RMB 70,000.00 (the final competitors for pre-tender are not included).

 

7. Correspondence Specifications

All the correspondences and documents without the signature of the legal person or authorizer from the sending company shall be considered as invalid. The bidding documents, all correspondences and other materials shall be written in Chinese. If all the documents are in two or more languages, the Chinese text shall supersede and be enforced. The working language shall be Chinese between the contracting authority and the bidders, if the translation service is needed, the bidders should pay their own way.

 

8. Special Instructions

All the documents and data are owned by Nanchong City Commercial Bank only; any bidders should not spread the documents, data and other detailed information about the project to the third person. Nanchong City Commercial Bank reserves the right of final interpretation upon the bidding documents. The bidders shall be deemed to unconditionally agree and be pledged to the secrecy of the bidding documents which may involve the business secret of Nanchong City Commercial Bank. Any entity or individual shall not publish, reproduce, transmit, sell and use the bidding documents unless subject to the written permission of Nanchong City Commercial Bank.
